Generally businesses that are not registered under GST, for example those below the turnover threshold, and suppliers of exempt goods or services. Thresholds and exceptions change, so check the current GST rules before deciding you don’t need to register.

Can an unregistered business charge GST on a bill?

No. Only GST-registered businesses can collect GST. If you are not registered, your bill should show just the price of the goods or services.

What is a Bill of Supply?

It is the document registered businesses issue instead of a tax invoice when they cannot charge GST, such as composition-scheme taxpayers or sellers of exempt items. You can pick “Bill of Supply” as the title here; add your GSTIN if you have one.

Is a bill without GST still valid proof of sale?

Yes, it records what was sold, to whom and for how much. Keep copies for your own accounts and income tax records.
